Then and only then there coulve been talks to reform the nobility anx crests with rhea and claude on the side to reform and unite Fodlan. However tjays not how it goes, England just becomes a warmonger, dimitri never gets his peace of mimd, and claude.. well at least he uncovers more in his route, which is more canon than the other 2 routes

The meteor still did damage. So, it didn't strike Gaia just got close enough to ruin Midgar and make the WRO(with Reeve) make Edge? Also when Rufus "died", Reeve became the CEO of Shinra if you think about it. Sorry, got mad respect for Reeve. In the first meeting, he wants to help people and President Shinra is like "Nah, we're not rebuilding. Gonna find the Promised Land of unicorns farting rainbows and cotton candy bushes". A robot cat is so effing sane in comparison.
